This function operates with ROI (see Regions of Interest in Intel IPP).
This function converts the 48-bit BGR image pBGR to the YCoCg image pYCC according to the following formulas:
Y = ((R + 2*G + B)+ 2)/4
Co = ((R - B) + 1))/2
Cg = (( - R + 2*G - B) + 2)/4
